The preface reads 'The Select Committee appointed by your Honourable House to enquire into and report upon the evidence upon which the leases to Buchan and others, and Duncan and others of auriferous lands at Brown's were granted, with the view of ascertaining whether the granting of such Leases interfered with the existing rights of certain miners under and by virtue of their miner's rights.'

Although members of the Select Committee did not agree on all evidence submitted, they nonetheless assented that some miners listed in this report 'are entitled to the favourable consideration of your Honourable House for compensation.' The Committee included Peter Lalor, a leader at the Eureka stockade who later served in parliament.
