Wilkins (1827-1892) immigrated to Australia in 1851, settling in Sydney where he administered the Fort Street School modelled after the Dutch pupil-teacher system. In 1863 Wilkins became secretary of the Board of National Education. His lectures were published as National Education in 1865. Geography of New South Wales was the first of many textbooks Wilkins produced for Australian children out of concern that material was not being produced in regards for the perspective of colonial children.
