The first three papers (dated 1824, 1830 and 1831 respectively) concern the improvement of slaves through religious instruction. The fourth, dated 1836 implements the 1834 Act abolishing slavery in the Island of Tobago. The order of 1841 decrees that at least one third of the free immigrants to Trinidad, should be female.
