H.C. Russell was the Government Astronomer from 1870, and was responsible for several of the Observatory's major astronomical programmes of the nineteenth century. He was also the first Sydney University graduate to be elected to the prestigious Royal Society in London. Unusually, he designed scientific instruments and did much to develop a local manufacturing industry.
